MEDICAL SECURITY OF MILITARY SERVICE

Medical supportmilitary personnel is a set of measures to preserve and strengthen their health, provide them with medical care, treatment and the quickest restoration of labor and combat effectiveness after illness and injury. 3. The bases for storing equipment and weapons include a set of equipment, weapons and a minimum number of officers whose task is to maintain, preserve equipment and weapons, and conduct mobilization activities in peacetime (selection and training of personnel, maintenance of reception points for mobilization resources, selection of technology of the national economy and other events).

Reduced formations and units and storage bases for equipment and weapons during mobilization are deployed to wartime states.

Military mobilization includes a set of measures carried out in a short time. These activities include:

Notification of conscription and conscription of mobilization resources (people and equipment from the national economy) into the army;

Uniforms and equipment of personnel, staffing (formation) of units and formations;

Removal from storage and preparation for combat use of equipment, its assignment to personnel;

The following types of mobilization are distinguished:

Notification of persons liable for military service is carried out by handing in personal summons or by calling to an enterprise where military registration desks and other facilities operate, as is done in case of industrial need or under the guise of social and economic events.

In military units, personnel are notified by signaling by technical means of communication, which means not an alarm, but a collection. In this case, all activities are carried out under the guise of exercises, without visible intensification of preparation for hostilities.

In this case, the aim is to keep the beginning of mobilization secret as long as possible.

phased  - This type of mobilization is most characteristic of military formations and associations in the case when the approximate timing of the outbreak of aggression is known. With this mobilization, mobresources are served sequentially, administratively, selectively. At the same time, at the 1st stage, the following are called:

a) the organizational core (includes the minimum amount of military equipment and supplies (5-10% of the headcount) and supplied by the military commissariat and enterprises to organize the initial work in military units, i.e. the deployment of personnel reception centers (PPS) and equipment (ППТ), removal from storage of equipment and weapons and its preparation for withdrawal from military camps, loading and withdrawal of material and technical means (MTS), necessary for organizing the reception of personnel and main replenishment equipment);



b) reserve officers - for all units;

c) the military personnel of the main replenishment for staffing the headquarters of formations and units of combat support (communications, engineering, security and maintenance).

At the 2nd and subsequent stages, mobilization resources are supplied in parts selectively, within the timeframes defined by the mobilization readiness plans.

The experience of the Great Patriotic War showed the need for mobilization in a short time. In modern conditions, this requirement is relevant. Therefore, mobilization work in military units and formations is carried out in peacetime.

It includes:

1. Development and periodic clarification of mobilization readiness plans (calculation of the required number and timing of submission, and commissioning of mobilization resources and formation of units, plan for combat coordination of calculations, units, parts and other documents).

2. Periodic verification of documents of mobilization readiness with a higher headquarters, military registration and enlistment offices and military registration desks of state enterprises.

3. Organization of interaction with military commissariats on the selection and registration of persons liable for military service and conducting collection events.

5. Practical verification of the reality of mobilization plans

It is carried out during exercises with the development of issues, mobilization deployment, as a rule, 2 times a year, of which: 1 time in the form of a command-staff exercise and 1 time - with a real call of the orchestra. The full deployment of each storage base for equipment and weapons is made once every 5 years.

The basis of mobilization work is the selection and accounting of mobilization resources, including registration of human resources and equipment, which are carried out in military commissariats and military units and units on a territorial basis, in military registration desks - at the place of work (MATI students who are trained in reserve officers training programs are assigned to the Zamoskvoretsky Joint Military Commissariat before graduation district of the Central Administrative District of Moscow).

All persons liable for military service are divided into categories depending on age. For example, for junior officers:

Up to 45 years - reserve 1 category;

Up to 50 years - reserve 2 categories;

Up to 55 years - a reserve of 3 categories.

Persons who have reached the age limit are removed from military records. In addition, officers and liabilities reserve are deregistered due to illness and in the event of a change of residence.

Draftees with a deferment (due to illness, have a shortage of specialties, and other reasons) and are not called up to the Armed Forces under the age of 27 are transferred to the category of “compulsory military reserve”.

As a result of the accounting of human resources, each military-obliged reserve, including an officer, is assigned to a specific military unit, to a specific post in its military registration specialty. This is noted in the mobilization regulations. This greatly simplifies the work of reception centers for personnel.

To ensure the planned mobilization, phased build-up of personnel, weapons and equipment in the Armed Forces, the following degrees of combat readiness of units are provided:

Constant;

Increased;

Military danger;

“Permanent” - the daily activities of formations and units staffed by personnel, weapons, military equipment and vehicles of peacetime and provided with all kinds of stocks that allow solving combat training tasks.

“Increased” - this is the state of units, units and formations in which measures are taken to increase mobilization resources and reduce the time required to bring military alert to higher degrees.

“Military danger” is the state of units, units, and formations at which measures are taken to ensure that units of constant readiness to carry out combat missions and units of reduced composition and personnel are ready to mobilize.

“Full” - The state of highest readiness of units that have completed the full range of measures for the transfer from peacetime to wartime.

The mobilization of units (formations) of constant readiness is built on the basis of the “Alert Plan”, in units (formations) of a reduced composition and the frame “Plan for the mobilization and deployment of combat readiness”.

Plans are developed according to one scheme and differ in the volume and sequence of activities.

The combat alert plan has the following main sections

Degrees of combat readiness and their definitions, mobilization task, state of the unit (staffing, the order of carrying out combat duty, maintenance of equipment and weapons).

The plan of the commander to transfer units from peacetime to wartime.

3. Alert.

The order of receiving the signal, signals, notification order (notification plan).

4. The order of bringing into combat readiness (separately for each degree of combat readiness).

5. The order of transfer from peacetime to wartime.

On the basis of the “Plan for the transfer from peacetime to wartime”, the following documents are developed in the unit:

1. Battle crew.

3. Scheme of exit to the area of \u200b\u200bconcentration (Fig. 71).

4. The working card of the unit commander.

5. The plan for conducting combat coordination.

On the basis of the developed documents, the division daily updates the order of implementation of mobilization readiness activities (who, by what signal, what task is performed, the timing of its implementation).

The main activities are:

1. Receive signal and alert.

2. Transfer of duty forces to readiness 1.

3. Exit and deployment in the area (near the RPM, by reserve, secret).

4. Strengthening combat duty.

6. Retrofitting to wartime states.

7. Combat coordination of the unit.

When a signal is received, the unit receives sound and light signals: “Collection”, “Alarm”. After receiving the signal, the personnel equip themselves, receive weapons and drop off to the fleet of combat vehicles. In the park, the equipment starts and prepares for the march.

After building the column, the unit is withdrawn to the area (near the RPM, reserve, secret) and already in the area the measures are worked out depending on the degree of combat readiness.

The mobilization of combat coordination ends.

Notification of formations and units and subunits (from the district headquarters) is carried out by technical means of communication (“Sheptalo”, “Shnur”, GGS, ZAS) or on purpose.

3. In the divisions:

Military oath, Battle Banner of the unit. The Charter of the internal service of the Armed Forces of the Russian Federation clearly defines the procedure (ceremonial) for taking the Military Oath, delivery of the Military Banner of the military unit, delivery of personal weapons and military equipment, and the procedure for seeing off troops discharged or retired.

The basic and indestructible law of military life is Military oath.It has the power of a state legal document and is the solemn oath of a warrior to fulfill his duty to the Motherland.

The time for bringing to the Military Oath is announced in the order of the commander of the military unit. At the appointed time, a military unit under the Banner of War and the State Flag of the Russian Federation, accompanied by an orchestra, line up on foot in the front door, and in wartime in a field uniform with weapons.

A regiment is usually lined up with company or platoon columns. Military personnel sworn in are in the first lines. The commander of the military unit reminds them in a short speech of the importance of the Military Oath and the honorable and responsible duty that rests with the military personnel brought to the Military Oath of allegiance to their Fatherland.

After that, the commander of the military unit orders the unit commanders to proceed with the military oath.
  Commanders of companies and other units alternately call out servicemen who are sworn in. Each serviceman, brought to the Military Oath, reads aloud in front of the formation of the unit its text.
